El-Gouna was relegated last season from the Egyptian Premier League after finishing 16th with 36 points.
A number of players left the club to play in the top flight. Amro Tarek was the latest to follow.
Tarek enjoyed a great season at El-Gouna, making 25 appearances despite a hamstring injury suffered at the end last year.
Tarek, a 30-year-old, has signed a three year contract with Al Masry that will keep him at Al Masry until the end 2024/25 season.
He will also be their 10th signing this summer, following the arrivals of Hussein El-Sayed and Mahmoud Gad as well as Anthony Okoptu, Marwan Haydi, Mohamed Dabash and Franck Etouga.
The club has also named Ehab Galal, an ex-Egypt coach, as their new head coach. He replaces Hossam Hazan.
